Transferring Military Students

VSU Welcomes all active-duty service members, veterans, spouses, and dependents to pursue their degrees and obtain their educational goals within one of our programs.


Applicants who have attended a regionally accredited college or university are considered for admission. Applicants must have a cumulative average of 2.0 or above and be in good standing at the previous institutions. Courses eligible for transfer must be college-level courses (100-level or higher) with a minimum grade of "C".

Transfer applicants with fewer than 24 semester hours must submit an official final high school transcript.

Sending Transcripts: Applicants are required to submit official transcripts from all institutions previously attended. It is recommended that transcripts be sent electronically to transferadmissions@vsu.edu

For mailing of transcripts please mail them to: VSU Transfer Student Services, P.O. Box 9018, Petersburg, VA 23806. Please be sure that the final transcript sent displays the completion of the associate's degree.

Transferring Chapter 33 Benefits to Dependents

If a veteran is transferring benefits to a dependent, it is a two-part process. First, the veteran must get approval from the Department of Defense (DoD). Once approved, the veteran must complete the VA-Form 22-1990e which can be obtained from the steps listed above and from the Transfer of Benefits to Dependents drop-down menu on the website. Once completed, this document can be electronically submitted to Veterans Affairs (VA).

Once benefits have been approved, the VA will mail the Certificate of Eligibility. The document should be taken to the Virginia State University VA Certifying Official located in Trinkle Hall, room 204. This form can also be emailed to the VA Certifying Official, Florence Marshall at fmarshall@vsu.edu. Once received, the certification can be completed.

For those individuals who applied late and have not received an approval letter from the VA before the start of school, the VA Certifying Official should be provided a copy of the DoD approval letter and a copy of the VA Form 22-1 990e. The confirmation will be listed at the bottom of the letter. The letter and the information at the bottom will allow the VA Certifying Official to process the certification.


Verification of Enrollment for Chapters 30, 1606, 1607

Individuals receiving either Chapter 30, 1606, of 1607, must verify their enrollment monthly by Web Automated Verification of Enrollment (WAVE) or by calling 1-877-823-2378 Interactive Voice Response (IVR). The earliest individuals can verify their enrollment is the last calendar day of each month.
