Whistleblower Protection Statement & Guidance

At Virginia State University, we are committed to maintaining the highest standards of ethics and integrity in our operations. We recognize the important role of whistleblowers in this effort through their courage to bring forth concerns about fraud, suspected wrongdoing, or abuse. Accordingly, pursuant to the Virginia Fraud and Abuse Whistle Blower Protection Act (Virginia Code § 2.2-3009 et seq.), the University encourages its employees and others authorized under that law to report in good faith any concerns about possible instances of fraud, wrongdoing or abuse without fear of retaliatory actions.

It is worth noting that the Whistleblower Act does not shield all reports of suspected fraud, wrongdoing or abuse. More specifically, those reports that are reckless, or instances in which the reporter should have known were false, confidential by law, or malicious will not be protected. Disclosures, therefore, must be done in good faith and with a reasonable belief that the information is accurate. (Virginia Code § 2.2-3010.1 (B) and Virginia Code § 2.2-3011(C)). 

The following sections provide additional guidance about the disclosure process.

What to Report

We urge you to report any activities that you reasonably believe constitute:

  • Violations of university policy
  • Safety or environmental hazards
  • Illegal activity in violation of local, state, and/or federal law and/or regulations

 

How to Report

Whistleblowers may report their concerns through designated channels, which are carefully designed to maintain confidentiality and protect their identity to the fullest extent permitted by law. These channels include:

Reports will be promptly and thoroughly investigated, and appropriate actions will be taken to address any substantiated issues.

Commitment to Non-Retaliation

Virginia State University strictly prohibits any form of retaliation against individuals who report concerns in good faith. Retaliation can include, but is not limited to:

  • Termination or demotion
  • Unjustified negative performance evaluations
  • Harassment or discrimination

Any employee found to be engaging in retaliation will face disciplinary action, up to and including termination of employment.
