Jacquelyn Cowan has over 25 years of experience in child welfare where she has built strong, collaborative relationships in both the public and private sectors. She has worked at the state level as a Foster Care Policy Specialist with the Virginia Department of Social Services and was responsible for the development, interpretation and evaluation of program policies and procedures for children in Virginia’s foster care system.  Ms. Cowan also served as the Program Director of United Methodist Family Services’ Project LIFE statewide program which ensured the successful transition for older youth in foster care to adulthood.   Ms. Cowan is currently a Family Services Program Manager at Chesterfield-Colonial Heights Department of Social Services where her focus is on quality assurance and accountability for Foster Care and Adoptions.
