Associate Administrator, Cooperative Extension Programs

COOPERATIVE EDUCATION
The Associate Administrator for Cooperative Extension, under the supervision of the Dean/1890 Administrator, has administrative oversight and responsibilities for Extension program development, implementation, management, evaluation and reporting emanating from the Cooperative Extension Program at Virginia State University.

DUTIES AND RESPONSIBILITIES
Provide innovative leadership for Cooperative Extension programs. Provide leadership in planning, implementing, evaluating and reporting on extension programs/initiatives/collaborations. Continually promote relative competencies such as creativity, critical thinking, communication, strategic thinking, and problem solving to find and develop creative solutions for the complex issues and problems related to Cooperative Extension programs. Make quality and timely decisions. Communicate effectively with internal and external stakeholders. Delegate effectively ensuring that the correct person is assigned specific tasks or projects. Facilitate performance management program and annual and ongoing evaluations for staff. Ensure that expectations are clear, well communicated, and related to the mission, goals and objectives of Cooperative Extension. Provide orientation to new Cooperative Extension employees on information and systems relevant to the delivery of successful programs. Ensure that staff receive frequent, constructive feedback, including interim evaluations as appropriate. Arrange for continuing education and training so that staff has the necessary knowledge, skills, and abilities to accomplish goals of Cooperative Extension. Provide guidance/leadership to ensure achievement of requirements for the performance planning and evaluation system. Complete annual evaluations within established deadlines, with proper documentation. Address and document performance issues as they occur. Annually review and communicate safety issues to ensure a safe and healthy workplace.

Assist in the preparation, implementation and management of extension program budgets and of grants. Develop budget projections annually. As required or requested, communicate information about budget development to the leadership team based on program objectives, strategies, and expected outcomes. Assist Specialists with developing budgets based on annual goals and objectives for their areas. Develop, review and adjust budgets according to the policies of the University, State, and funding agencies. Facilitate the development of a workplace and culture conducive to the ideals of excellence. Establish workplace standards and culture for an ethical and socially responsible behavior in Cooperative Extension. Work in collaboration with leaders in the College of Agriculture, Virginia Cooperative Extension (VCE), Virginia Tech University and other stakeholders as needed, scheduled or ongoing. . Provide effective and responsive leadership in cooperation with other Associate Deans, Associate and Assistant Directors Department Chairs/Heads and State Extension Program Leaders in the development and implementation of research-based extension programming. Actively promote diversity and inclusion within the ranks of faculty, staff, students and extension audiences.

MINIMUM QUALIFICATIONS
Candidates must possess an earned doctoral degree in an academic discipline of agriculture, family and consumer sciences, extension and community education, rural sociology, international agriculture or closely related discipline. S/he must have advanced experience in the administration, management and leadership of educational programs – the design, implementation and evaluation of programs/collaborations. Demonstrated ability to interpret laws, rules, regulations and guidelines and to assess the degree of compliance with related policies and procedures. Have experience in developing and maintaining effective partnerships with an ability to engage in successful negotiation; conflict resolution and relationship building to bring about positive results. Have a minimum of five (5) years of progressive/upward experience across the areas of organizational leadership, program development and implementation, fiscal management, performance management and personnel supervision.
