Procurement Officer I
Virginia State University (VSU) College of Agriculture – Cooperative Extension & Agricultural Research seeks applicants for a Procurement Officer I /Contracting Officer in the Department of Financial Services. The successful candidate will provide the College of Agriculture (COA) – Cooperative Extension & Agricultural Research with fulfilling its routine and complex procurement goods and services.
DUTIES AND RESPONSIBILITIES
Responsible for providing direct assistance of all faculty and staff of the proper APSPM, state and federal procedures, guidelines, and policies in fulfilling their procurement & travel needs. Conduct procurement training and assist in developing COA – Cooperative Extension & Agricultural Research procurement processes and procedures. Maintain all contracting procurement records and files. Input and ensure appropriate documentation in electronic Virginia (eVA) and has accurate SWAM documentation. The position supports and developments both formal and informal Request for Proposals (RFP), Invitation for Bids (IFB), Request for Information (RFI), and eVA Quick Quotes. Responsible for conducting and reviewing all travel processes as presented from faculty and staff. Provide financial analysis and reports as directed by supervisor and COA leadership. Responsible for following federal, state, and university guidelines and procedures while conducting business.
A minimum of an Associate’s degree in Business Administration or related field. A Bachelor’s degree is preferred. Demonstrated understanding of complex federal, state and university policies and guidelines. Preferably experience working in higher education or government procurement environment. A preferred recognized purchasing certification in Virginia Contracting Associate (VCA) or Virginia Contracting Officer (VCO) or must be able to obtain certification within one year of hire date. Demonstrated ability to collect and assemble complex data or materials, manage manual and automated filing systems, track and manage a wide variety of office documents. Ability to communicate effectively, orally and in writing to include appropriate use of grammar, punctuation, and spelling. Demonstrated skill and knowledge of MS Word, Excel, PowerPoint, and Access required.
