Card Program Administrator

The Card Program Administrator shall serve as the University’s primary Program Administrator for both the small purchase charge card (SPCC) and individual liability travel card (ILTC) programs. The Card Program Administrator shall report to the University’s Procurement Director.

Virginia State University is an Executive Level Branch agency. Duties and Responsibilities: The successful candidate shall conduct daily, monthly, and annual management of the University’s SPCC and ILTC programs in accordance with the Department of Accounts (DOA) Commonwealth Accounting Policies and Procedures (CAPP) Manual as well as applicable University, federal, state, and local policies and procedures. Manage daily SPCC and ILTC Programs by reviewing and monitoring monthly compliance transactional data and restrictions. Oversee, maintain, and monitor Chrome River as the primary contact. Complete Annual TPA training and all other internal training.

Required Qualifications: The successful candidate shall possess: a proficient knowledge of procurement principles and practices; strong critical thinking and problem solving; strong written and oral communication skills; strong interpersonal skills; demonstrated ability to effectively perform duties independently with moderate supervision; demonstrated ability to proficiently operate in a high volume fast passed work environment; accurate data entry skills; demonstrated ability to develop, interpret, and apply policies, rules, and regulations as it relates to Procurements standards; strong organizational and time management skills. The successful candidate shall also possess demonstrated proficiency in Windows based operating systems to include Microsoft Office Suite; electronic procurement systems; card management systems.

Preferred Qualifications: A Bachelor’s degree from an accredited institution of higher education. Prior experience with the Commonwealth of Virginia’s central electronic procurement system (eVA). Prior experience with Bank of America’s card management system (Works). Prior higher education work experience.
