Financial Services Specialist II

DUTIES AND RESPONSIBILITIES

This position will manage and analyze the University’s budgets through the different phases of the budget processserve as the trainer and compliance officer and participate in budget development, submission, execution, and the close-out process.  Duties to include; provide assistance, guidance, and training to account managers in developing and monitoring budgets; analyze budget requests from departments to ensure they are completed correctly and reflect the University’s Strategic Plan; approve budget executions; develop and analyze reports that demonstrate the fiscal health of the University; prepare reports and analyses for submission to central offices of the Commonwealth, the Department of Planning and Budget (DPB), State Council of Higher Education for Virginia (SCHEV), or the University Administration.  Additional duties include; analyze and forecast expenditures; make recommendations to the Assistant Vice President of Budget and Financial Planning and Vice President of Finance regarding budget, tuition and fees for upcoming fiscal year; and develop recommendations to improve budget processes and procedures to increase effectiveness.


REQUIRED QUALIFICATIONS

The successful candidate must have knowledge of the principles and practices of program budget planning, development, evaluation and execution and generally accepted accounting principles; must have demonstrated ability to plan and coordinate budget management functions; demonstrated ability to prepare evaluations of complex budget requests; demonstrated ability to work with agency management; demonstrated verbal, writing and presentation skills to present plans, budgets and recommendations effectively; must be proficient in the use of Microsoft Office Suite and demonstrated knowledge and experience using mainframe and/or server-based computer systems is required.  Bachelor degree in accounting, economics, finance, public administration, business administration or related field or an equivalent combination of education, experience and training is required.

PREFERRED QUALIFICATIONS
Knowledge of and experience with the Commonwealth of Virginia’s planning and budgeting cycle.  Knowledge of budgeting processes in public higher education institutions.  A Master’s degree in accounting, economics, finance, public administration, or business administration is preferred.
