Financial Services Specialist II
DUTIES AND RESPONSIBILITIES: The University Controller’s Office is seeking applications for the position of Manager of Grants and Contracts. This position will administer post award activities and carry out financial analyses and compliance oversight in support of the University’s sponsored research; will maintain continual contact with Departmental Managers and Principal Investigators (PI’s) to advise on project related issues; will ensure compliance with federal and sponsor regulations and terms of award(s); will oversee compliance with all University, State and Federal policies and guidelines for sponsored projects; will review and approve all budget entries into the University accounting system and approve all personnel action request forms for budget availability; will ensure the application of allowable indirect costs; will monitor and manage sponsored project expenditures and fiscal activities to include preparing financial analyses and reports; will prepare the University annual SEFA Report, the annual HERD Report and the annual SCHEV K1 Report; will audit grant expenditures against program awards to identify discrepancies and activities not in accordance with the approved award or out of compliance with University and/or State policies, and regulations or laws; will work with PI’s to correct discrepancies to avoid audit or non-compliance finding; will maintain familiarity with University, State and/or Federal policies and procedures; will work with PI’s on grant close-outs and/or ensure that cost extensions are requested timely; and will establish and maintain grant files and updates in the appropriate University data bases.
REQUIRED QUALIFICATIONS: Considerable knowledge of the Uniform Administrative Requirements, Cost Principles, and Audit Requirement for Federal Awards (2CFR200); must have the ability to interpret and apply these regulations to grants and contracts compliance and operations; must have demonstrated ability to analyze, interpret and apply other complex fiscal policies and procedures, i.e. GASB, AICPA, CAPP, and NACUBO statements and directives; must have considerable knowledge of General Accepted Accounting Principles (GAAP) and the Catalog of Federal Domestic Assistance (CFDA); must have working knowledge of GAAP related to application in a college or university accounting and reporting environment; must have demonstrated ability to prepare financial statements, footnotes and other financial types of reports; must have a working knowledge of automated accounting systems preferably Banner and Cardinal; must be proficient in using PC applications, i.e. MS Word, Excel, and Access; must have demonstrated ability to work independently and to communicate effectively, verbally and in writing; must have demonstrated ability to perform tasks that require critical/strategic thinking skills and possess excellent analytical, problem-solving and organizational skills; and must have the ability to establish work schedules and goals to accomplish position objectives. Graduation from a college or university with major studies in accounting or the equivalent combination of training and work experience are required.
PREFERRED QUALIFICATIONS: Possession of a CPA/CGFM certificate and/or experience in higher education is a plus.
