Human Resource Analyst I
DUTIES AND RESPONSIBILITIES
Virginia State University is seeking a dynamic human resource professional to join the Office of Human Resource team. This position is responsible for lawfully and procedurally administering the recruitment/selection and hiring functions for the University’s faculty, administrative/professional faculty, classified, and hourly positions. Serve as HR Employment Specialist/Consultant to assigned departments/hiring officials to maintain optimal employment levels. Working knowledge of other functional areas of HR to include talent acquisition, classification, compensation, benefits and HRIS. Assist managers in the hiring process and assuring an efficient recruitment process for all assigned roles. Uses creative recruiting strategies to acquire talent for “hard to fill” positions. Responsible for ensuring a smooth onboarding process for new employees and provide a professional new hire experience. Develop and conduct training seminars for hiring managers, selection committees and staff employees.
JOB DESCRIPTION
The Employment Specialist operates in all phases of the recruitment process to include; advertising, screening, assisting with interview preparations, and extending, verbally and in writing, salary offers to selected candidates. Prepares orientation packets and conduct new employee orientation for classified and wage new hires; administers the Recruitment Management System to ensure status of positions are updated; has knowledge and experience using HRIS systems, HR transactions and records management in accordance to the State Library of Virginia. Processes new hire documents and prepares payroll documentation for approval.
MINIMUM QUALIFICATIONS
Considerable knowledge of human resource policies and procedures related to recruitment and selection strategies for equity, diversity and inclusion. Demonstrated ability to interpret and apply human resource principles and practices, including federal and state laws and regulations and policies to recruitment and selection functions. Demonstrated ability to analyze issues and reach logical and legally defensible conclusions; to counsel and advise managers and employees on recruitment activities; to communicate effectively in formal and informal presentations and in writing; and, to produce written material using creative forms of communication for diverse audiences. Demonstrated ability to communicate effectively both orally and in writing with multiple levels of management. Considerable skill in the use of Microsoft office suite and Human Resource Information Systems, i.e. PMIS, RMS, Banner. Strong data entry skills, attention to detail, and the ability to multi-task; while staying extremely organized to ensure proficiency with meeting deadlines is essential. Ability to work independently and as a team. Data entry and document management experience in the field of Human Resources is required. .
PREFERRED QUALIFICATIONS
College coursework in personnel administration or related field, or an equivalent combination of training and experience indicating the possession of the preceding knowledge, skills and abilities preferred. Experience in Human Resource Information Systems, i.e. PMIS, RMS, Banner, Cardinal preferred. Familiarity with BES, VNAV, and VRS a plus. Experience attending and recruiting at career fairs or other social events preferred.
