Network Services Manager
The Network Services Manager is responsible for providing leadership for the Network Engineering and Unified Communication teams. The incumbent will supervise the work of managed services and information technology staff augmentation contractors delivering IT networking services. Recruit, interview, train, supervise, and evaluate staff members. Direct the operational and strategic planning of IT networking services. Reviews the performance of IT systems to determine operating costs, productivity improvements, and any required upgrades. Establishes long and short-term goals and set priorities for the University. Ensure IT networking services are provided in accordance with established Technology Services policies and procedures. Develop, maintain, and enforce IT policies and procedures in accordance with Information Technology Infrastructure Library (ITIL) foundation best practices, and Commonwealth IT Security Standards.
The Network Services Manager will direct VSU information Technology (IT) Infrastructure projects including Capital Outlay from definition and planning through to completion ensuring deadlines are met, project goals are achieved, and projects are completed within established budget guidelines. Prepare project documents such as project charter, coast analysis, risk assessment, agency procurement request, project organizational structure, resource management plan, project close-out, and project plans. Responsible for updating and maintaining the overall project schedules, with input from functional and technical team members. Provide the senior management and functional and team leads with periodic status information, based upon the schedule, including schedule variances. Work with the Chief Information Officer and Enterprise Management to develop and maintain University-wide IT Disaster Recovery Plans to ensure timely and effective restoration of IT services in the event of a disaster. Ensure IT system data are recoverable in accordance with timeframes (i.e. recovery time objectives and recovery point objectives) established by business application owners. Validate the integrity and recoverability of systems from backup media.
Bachelor’s degree in Computer Science or related field or equivalent experience. Five years of responsible experience in computer applications, systems development, technical services, and user technology including three years of supervisory experience. Ability to make decisions at an executive level. Demonstrated knowledge of business and management principles involved in strategic planning, resource allocation, human resources modeling, leadership technique, production methods, and coordination of people and resources. Broad knowledge of principles and practices of information management/information technology, finance and budgeting, procurement/contracting, and project management. Through knowledge of desktop technologies and personal computing applications, business productivity software, concepts of distributed systems, local/wide area networking, server and client operating systems, and telecommunications. Excellent leadership, team building, customer service, problem solving, written/verbal communications, and interpersonal skills are essential. Previous work experience in an educational institution preferred.
