Professional Positions Virginia State University, Petersburg, Virginia President, 1993-present Under the authority and direction of the Board of Visitors, is in charge of the administration and courses of instruction of the University and is the channel for communication between the Board and faculty, staff, students, and the various officers of administration employed by the University.
With the approval of the Board, establishes such administrative officers and faculty positions as deemed necessary for carrying out the work at the total University. Nominates all persons to serve on the administrative staff and faculty of the University, subject to the approval of the Board.
As chief administration officer of the University, attends all meetings of the Board or any committee meetings of the Board, participates in the discussions of such committees and submits recommendations on matters falling within the purview of such committees and are deemed proper.
Develops, implements, and maintains a plan of organization through which the following activities are directed:
- Academic Affairs
- Student Affairs
- Physical Facilities and Services
- Fiscal Affairs
- Community Services
- Alumni Affairs
Authorizes reports of the fiscal and other affairs of the University to be prepared and submitted to the Board and to its committees.
Commonwealth of Virginia, Department of the Treasury, Richmond, Virginia State Treasurer, 1990-1993 The staff of eighty-six comprises five divisions: Cash Management and Investments, Debt Management, Abandoned Property, Operations, and General Management.
By virtue of the position, the Treasurer serves on fourteen boards and authorities which have the capability to issue debt or approve project financing. In separate appointment by Governor Wilder, the Treasurer serves as a member of the Governor's Debt Capacity Advisory Committee and the Virginia Retirement System Board. Other affiliations included the National Association of State Treasurers and the National Association of State Auditors, Comptrollers, and Treasurers.
The College of William and Mary, Williamsburg, Virginia University Comptroller, 1988-1990 This staff of fifty-five was comprised of three sections: General Accounting and Financial Reporting, Treasury, and Purchasing and Stores.
The Comptroller reported directly to the Vice President of Administration and Finance and served the University as its Chief Financial Officer. In this capacity, the Comptroller was responsible for all financial reports required by central agencies or necessary to effectively manage the University. The position was also responsible for compliance with the Decentralization Standards, of which the College was in full compliance.
The Endowment Association of The College of William and Mary, Inc., Williamsburg, Virginia Assistant Treasurer and Registered Agent, 1988-1990 The University Comptroller was requested to serve as Assistant Treasurer, Registered Agent, and Chief Fiscal Officer for the College's Endowment Association. Principal duties included establishing and maintaining an on-line financial accounting system to record the financial transactions of the Endowment Association, issuing GAAP-based financial statements, and managing the investment of the University's $75 million endowment. In this capacity, the Comptroller was one of two University officers who also served as officers of the Endowment Association.
Commonwealth of Virginia, Department of Accounts, Richmond, Virginia Assistant Comptroller, Accounting and Reporting, 1985-1988 This staff of thirty-eight was comprised of three sections: General Accounting, Financial Reporting, and Agency Review and Assistance.
The Assistant Comptroller acted as liaison between central state agencies, as well as legislative money committees. This included serving on the Department of Accounts/Department of Planning and Budget Task Force and the Department of Accounts/Treasury Task Force, and coordinating financial efforts with the Department of Taxation.
Assisted or represented the Comptroller at debt ratings of the Commonwealth Bonds with major bond rating companies.
Gulf Oil Corporation and Subsidiaries, 1971-1985 Gulf Oil is a major oil corporation specializing in exploration, production, refining, and marketing petroleum and natural gas. Other businesses include chemicals, coal, and minerals. Director, Accounting and Budgets; Refined Products, Marketing Division; 1981-1985 Managed, planned, and supervised all accounting functions as an extension of the Corporate Comptroller function. Directed a staff of six with responsibility for accounts payable ($1 million monthly), accounts receivable, employee expense reporting, capital project evaluations, capital expenditures, and internal controls. Director, Regulatory Accounting and Analysis; Headquarters, Refining and Marketing; 1980-1981 Supervised three senior analysts. Responsible for interpretation, analysis, planning, and development of systems, reports, and information to satisfy governmental regulatory requirements for Gulf's worldwide operations. Director, Budgets and Capital Expenditures; Headquarters International; 1978-1980 Supervised two budget analysts. Responsible for designing and controlling all budgets (capital, profit, and cash) for Gulf's international operations which consisted of six production countries and twenty-five exploration countries. Supervisor Accounting; Cabinda Gulf Oil Company, Luanda, Angola; 1977-1978 Supervised twelve employees. Responsible for the development of accounting systems and local education programs in the following areas: accounts receivable, accounts payable, contract administration, inventory control, and local tax accounting. Senior Budget Analyst; Headquarters International; 1976-1977 Responsible for all budgets for Gulf's African operations, with primary responsibility for capital expenditures. Senior Financial Analyst; Corporate Headquarters; 1975-1976 Responsible for the preparation of CEO's management report for exploration and production and chemicals divisions. Report contained highlights of activities as they related to the capital, profit, and exploration budgets. Senior Accountant; Corporate Headquarters; 1973-1975 Responsible for the consolidation and elimination entries for Gulf's worldwide operations. Other duties included preparation of the Statement of Financial Position and the Statement of Change in Financial Position for the Annual Report along with calculating earnings per share. Accountant; Corporate Headquarters; 1972-1973 Responsible for the accuracy of Gulf's financial system. Assisted in the preparation of financial statements. Junior Accountant; General Administrative Department; 1971-1972 Responsible for processing accounts payable invoices while learning the Gulf financial system.
Special Assignments and Achievements Commonwealth of Virginia received Financial World's top ranking in May 1992 in its annual "State of the States" report which evaluates fiscal policies and management.
The Department of the Treasury received the Government Finance Officers Association's 1990 Award for Excellence in Financial Management for the Commonwealth's State Non-Arbitrage Program (SNAP). SNAP was the first statewide program to assist local governments in complying with the Tax Reform Act of 1986 and the subsequent arbitrage rebate regulations imposed on issuers of tax-exempt debt.
While serving as Assistant Comptroller, the Commonwealth's Annual Financial Report received the Government Finance Officers Association's Certificate of Conformance for Financial Reporting for June 30, 1986. This report also reflected the Commonwealth's first clean audit opinion on its Comprehensive Annual Financial Report.
Responsible for crisis management; selected as one of fifty to receive training. Responsible for crises involving Gulf Oil assets and/or employees on the East Coast.
Responsible for design and implementation of Gulf Oil's accounting system for the Oil Import Excise Tax.
Designed Gulf's first mechanized capital reporting system which saved two days' work at the headquarters office.
Responsible for decentralization of Gulf Oil's accounts payable function for Virginia/North Carolina marketing district (paperless accounts payable).
