The Board of Visitors (BOV) is the governing body for Virginia State University.  By Code of Virginia section § 23‑165.6,   the Board is responsible for controlling and expending funds of the University including its appropriations, appoint the President, establish tuition and fees, and direct the affairs for University. 

The fifteen Board of Visitors members assemble in Petersburg for quarterly scheduled meetings to discuss strategic planning and budgeting, student and academic affairs, endowment management, resources and governance, auditing, and facilities management. The members also participate in annual and special events on campus.
