Navy Extends, Increases VSU Contract
The U.S. Navy has exercised the first option year of a contract awarded Virginia State University (VSU) last year to design and manage classes for the Navy Air Command’s senior civilian executives. The option included an increase in the amount of the contract for fiscal year 2006 from $3.1 million to $6 million, or $2.9 million. The overall contract award is now over $18 million, making it the largest contract ever awarded to VSU.
According to Program Manager, Dr. Wayne Virag, the total contract award amount could increase further should future option years reflect the increase provided in Year One.
Under the new program design, VSU will continue to offer five courses for the Navy’s senior civilian management for not one, but two programs. The Senior Executive Management Development Program (SEMDP) has been changed, and a new program, NAVAIR Leadership Development, established. The original five courses will be retained and offered to both groups for the next two years.
As the prime contractor, VSU has teamed with the following organizations to deliver dynamic leadership training: The University of Virginia, Government Affairs Institute of Georgetown University, Alpha Solutions Corporation and Occupational Health Strategies. These partners have, for a number of years, taught senior level management courses to the Navy.
Virag, who retired in 2003 as Dean of VSU’s School of Graduate Studies, Research and Outreach, has returned to the University to lead this program. In 2003, he was named University Distinguished Professor of Educational Leadership. He is well recognized nationally by educators for his contributions in developing alternative learning strategies to meet the needs of the adult learner.
The initial function of the contract established VSU as the single source of contact for the Naval Air Warfare Center. VSU faculty and staff are working with its partners to serve as facilitators throughout the entire program. Government leaders, members of Congress and prominent national speakers will enrich the level of instruction and provide current information and insight throughout the training program.
As the prime contractor, VSU administers the terms of the agreement; plans, schedules and coordinates logistics for delivering the classes; and works with the Navy to implement any necessary changes.
