A fiscal conservative, President Moore has shepherded to completion more than $100 million in capital improvements to the Ettrick campus. Among these enhancements are comprehensive renovations to Jones Dining Hall, Foster Hall Student Union, Virginia Hall’s Anderson-Turner Auditorium and the historical Vawter Hall; construction of a federally-funded Cooperative Extension building; a three-story addition to the School of Business; a state-of-the-art music building; and the Whaley M. Colbert Baseball and Softball Field; the conversion of Langston Hall, a co-educational honors residence hall, to suites; and the installation of computer labs and new heating, cooling and plumbing systems to several residence halls. The track and field renovation project at Rogers Stadium included the addition of lights for University and community evening events.  The renovation of Johnston Memorial Library and Owens Hall are now in progress.  The University is entering new and exciting territory with the current construction of the University Apartments at Ettrick, a state of the art apartment living complex; and growth will continue due to recent funding acquired to renovate Gandy Hall, home to the Department of Human Ecology, and the construction of a new Engineering and Science Building.

During President Moore's tenure, VSU has also experienced tremendous growth in its financial resources, due in part to strengthened relationships with local, state and federal officials, as well as enhanced support from business, industry and alumni. Private support for scholarships has increased from $83,000 in 1993 to nearly than $1.6million.

In the spring of 2001, the Moore administration reported the expansion and addition of five academic programs at Virginia State University. The new programs include Computer Engineering, Computer Science, Criminal Justice, Manufacturing Engineering and Mass Communications. The addition of these new programs is a first for the University in 20 years. The latest addition to the University’s degree program, a doctoral degree in Educational Administration and Supervision, is a definite milestone for the Moore administration.

In 2001,Virginia State University exceeded its original capital campaign goal of $10 million. Raising $11.6 million, the campaign increased endowments for student scholarships, faculty chairs, centers for excellence and capital improvements. The institution's endowment has grown eightfold, to $8 million, further proving that the Moore administration has provided continued growth and prosperity for Virginia State University.
