Architecture/Engineering Manager I

This position is located in Virginia State University’s Capital Outlay and Facilities Management Office.  This position is responsible for finance, procurement, and operations for Capital Outlay and will oversee all capital project functions and share responsibilities with Director.

DUTIES AND RESPONSIBILITIES: Position will oversee financial and performance management functions for Capital Outlay and Maintenance Reserve to ensure that all transactions are in accordance with applicable policies; monitor operating maintenance reserve and capital project expenditures; oversee contract administration; develop and record procurement documents, solicitations, bids/proposals and receipts according to University and COVA procedures; provide oversight of employees, design, and construction operations to ensure that projects are completed according to schedule; provide cost analysis and/or savings projections related to construction; ensure SWAM diversity goals are monitored and met utilizing CPSM compliant strategies; resolve construction problems and contract disputes; review contracts and invoices; organize and maintain electronic library of construction drawings; develop and implement automated tracking system to monitor and track vendor performance; interpret contracts, special provisions and construction documents; provide technical assistance to construction and design engineers; maintain and monitor electronic document library; and assist the Director in managing employee performance.

REQUIRED QUALIFICATIONS: Successful candidate must be proficient in construction procedures, methods, and procurement; demonstrated ability to manage budgets and perform fiscal responsibilities; demonstrated experience interpreting policies and procedures; demonstrated ability to implement efficient organizational processes; demonstrated ability to implement customer service initiatives; ability to work in a fast-paced work environment; demonstrated skill and experience using Microsoft Office Suite, i.e., Word, Excel, Access, PowerPoint and Outlook; and strong oral, written and interpersonal communication skills are required.

PREFERRED QUALIFICATIONS: A bachelor’s degree in Engineering or related field and/or equivalent combination of training and work experience is preferred.  Certification as a Virginia Construction Contract Officer (VCCO) and Professional Engineer and Registered Architect is a plus.
