Procurement Officer I
This position is located in Virginia State University’s Purchasing Office. This position will provide cost effective procurement of routine goods and services and effectively administer the Small Purchase Charge Card and Travel Card Programs and all electronic procurement applications in compliance with the applicable laws and regulations of the University and the Commonwealth of Virginia. This position is restricted due to its funding from non-continuous or non-recurring funding sources. This position is a full-time appointment for one year only.
DUTIES AND RESPONSIBILITIES: Position serves as one of the agency’s Charge Card Administrator; will supervise and deliver direction for the use of charge cards, university travel, and training according to Department of Accounts CAPP Manual, APSPM, State, University and other regulatory rules and guidelines. Also, position will manage and process the day-to-day travel request activities; develop and deliver small purchase charge card and travel regulations training programs to campus community.
REQUIRED QUALIFICATIONS: Successful candidate must have strong organizational skills and demonstrated ability to manage multiple tasks, projects and other activities simultaneously; comprehensive knowledge of procurement principles and practices to include state procurement laws and regulations; must have ability to make effective decisions to resolve complicated issues; must have ability to interpret, develop and apply policies; must have working knowledge of electronic procurement systems; must be proficient in M.S. Office Suite; strong written, oral and presentation communication skills are essential; and must have strong customer service skills.
PREFERRED QUALIFICATIONS: A bachelor’s degree in Business Administration or a related field and/or equivalent combination of training and work experience is preferred. A valid procurement certification(s) preferred. (i.e., VCA and VCO)
